I do not see why someone couldn't play multiple characters to endgame. I have done so in other games that I have played and plan to do so in this game. Some of it comes down to how much time you have to put into the game.
It's totally up to the individual.
Some people cannot not fathom playing without a suite of alts, whilst other will have one, maybe two, characters.
With either approach you will still be able to enjoy the game.
Since classes have different strengths even though there's a lot of shared skills I expect plenty of people to have multiple max level characters. As in any game it will vary from player to player. I know people in games with a bunch of classes that only play one for their entire gametime. I find these people strange, but they exist regardless
basically what shimanuelle said, but I think the game defintiely offers good reasons for creating more characters, so that even people that usually play only one might consider creating a second character
Edit: Personally I plan to have 4 characters for 2 classes alone lol -> 1 human dk, 1 wolf dk / 1 human NB, 1 Vamp NB - if I add sorcerer and templar and crafters to the mix its like 7 characters for me ^^
I'm not going to play multiple characters at a time, but it seems that the shared bank space will make it more challenging to hoard gear, especially if there is any crafting involved. My crafting materials and runes took up a fair chunk of bank space in beta.
I admit, I'm a little curious whether or not the OP thinks the game is somehow alt-unfriendly. I tend to think s/he does, but I wouldn't want to put words in his/her mouth.
That said, I don't see any kind of strenuous gearing up process or anything even remotely similar to worry about. The closest thing would be that you would need to do anything you wanted from PvP on each character.
I think ESO has gone out of its way to be friendly towards those who like alts and those who want to do everything on just one character.
Dual mains and 2 crafting/bank alts to get all four characters with crafting minions sending me stuff..
