Is there a way to get Ian to change his armour? I would really like to ad something a little more stronger then a leather jacket.

Sorry man, you can't change your companions armor in Fallout 1. It was possible in Fallout 2 and maybe there is a mod out there for Fallout 1 that gives you the opportunity as well. I'm not sure though, maybe check out NMA?

Thanks, man that svcks. Here I am wearing combat armour and taking hits and he is getting his head blown off because he won't change his armour. Thanks again.

Fallout 1 NPC Mod hosted at NMA:

Changes:

* Ian, Katja and Tycho can gain up a levels (1 per players 4), change armor and combat tactics.
* Dogmeat can be ordered to wait.

I've never used it. Though you might want to give it a shot.

My memory may be inaccurate on this, but I believe that the companion characters (like other creatures in the game) use a base stat template and as such they aren't able to alter their armor ratings; it's built in to their creature type. It wasn't until FO2 that the engine was updated to give companions the ability to use armor effectively. (EDIT: That is, without someone performing some kind of radical surgery on the game, as per the mod hosted at NMA.)
