Not that I full understand the entirety of your post, however, I can state with confidence that Ice Wraiths are a challenging foe at lower levels. It may be a case of avoiding those routes until you've leveled up a bit more rather than something which you're physically doing wrong.

I think he said 1x ... that means somewhere between 10 and 19...

Anyway they are very tricky and the armor doesn't look like it's helping much. With my Dunmer I was getting destroyed... with my Nord I can stand there and hit them. This is because of the inherited resistance to frost of the Nord.

Get more resistance. Also, don't stand in one place. Keep moving and spraying with spells in the mean time. It worked with fire spells on my already mentioned Dunmer but the key was to keep moving and not get overwhelmed with all that damn ice.

The problem is, with a low level character, you should not go that far north. Stay near Whiterun and Falkreath, level yourself up to lvl 10 or more and then go explore things further to the north.

Ice Wraiths are my new Cliff Racers. Flying, Fast, Hard Hitting, I hate them... but thats okay, I just run away until they are manageable. Obviously fire appears to be slightly more effective.

My archer had almost no problem with them, but my melee character has a heck of a time!

What difficulty are you playing on? I'm a level 13 mage and I can incinerate them rather quickly with two fireballs!

The surroundings of falkreath are filled with spriggans, so you're not that much better off. My strategy is to just run often. Anyways, dodge their ice attacks, which I think do damage over time if you stand on top of the crystals. Keep moving around, and note that they move back and forth a lot as a part of their animation. Time your strikes well.

Once you get past the point a single shot takes you out, if you are quick on the healing they are not that bad. But yes 3 would be tough to fight at level 18, I'd summon a distraction and run.

I never had a problem with Ice Wraiths.... They always seemed pretty weak to me, even as a lvl 1x..
