DLC NAME : New Blood

The story splits in two:

1. If you are a Stormcloak and you took over Solitude, you remember Ulfric talking about a Thalmore attack to retake Solitude and all of Skyrim.

Elenwen had promised the King of High Rock that if they support the Thalmor , they will recuperate the Reach from the Nords, which it was once a part of High Rock.

The dragonborn now, as a Stormcloak Stormblade will prepare the army for the inevitable Thalmor push coming from High Rock into Haafingar, defend it and then invade the northen part of High Rock to teach the bretons a lesson.

New area to explore : Northen High Rock

I might be wrong, but if you are an Imperial General(Legate), wouldn't you at least be close to conquering Windhelm anyways? I haven't done the CW in a while, so my memory is a little fuzzy.

Bad idea. Denying you access to DLC content because of a specific path you chose in the main game.

This. However, you could just make it a defense against a Thalmor invasion, instead of CW based. That way everyone could do it.
