My Idea for Perks at Level-Up

So we all know that when we level up, we get one perk to place in any skill we want.

Well, to me this just doesn't make any sense. If I have never even equipped a two-handed weapon before, why can I place a perk in the two-handed skill and become better with those weapons?

So my idea is that, when you level up, the only skills you can place a perk in are the ones that you actually improved during that level-up. So if you didn't swing a two-handed weapon during your last level, then you can't place a perk in that tree.

This would give you more of a "class" feeling, because only the skills you really used would be able to become powerful for you.

Thoughts?

But beyond the first perk or two you actually need to have used or trained the skill. You can usually get the first perk's 2 levels (like armsman 1 and 2), but later perks require level 30+. I think it's done well this way.

Bad idea, simply because you could spend the entire level in a dungeon, where your combat skills will definitely level, but many of your passives just don't have a chance to.

A certain dwemer ruin system comes to mind as being an excellent example where this could happen (twice).
You're also creating the issue of, what if you have every possible perk you can have for the skills that leveled? Like what if you got Two-handed from 91->95 and Block from 51 -> 59, and you have all the other perks for them already?

What?


The whole point in them eliminating classes in this game was so you didn't have that problem.
If I used my 1H skill for ten straight levels and decide to use 2h for one level, I'm still pretty damn good at 1h weapons, therefore should be able to put the perks in them.

Good points.

However, the reason I bring this up is because it is VERY easy to over-power your person with some of the perks for combat skills, and this is a decent way to reduce that. Just trying to come up with a solution to that, other than "Perks need to be nerfed".
