I am using his skills because after much speculation on his thread i agree with just a few minor disagreements on the possible skills Here are some Perks i thought of.
ARMOR
1. Armor Glow ( armor glows when enemies are near)
2. Dragon Scales ( armor receives 50 percent less damage from weapons and magic..a high ranking perk)

There shouldn't be any perks ~that's a mechanic from Fallout, designed by Chris Taylor.

**But since they are being copied in Skyrim...
Robin Hood: Two arrows at once.

I really hope there will be a perk for jumping really high in the air. I've had a Bosmer that used to be a Circus performer with the Valenwood Fair for a long time in Oblivion, and in Morrowind before it. His defining characteristic was that I would spend a great deal of time leveling Acrobatics to 100 while leveling other skills. It was essential to my character, no matter how insane it looked in Morrowind.

I know. :sadvaultboy:

Well... I guess there could be...

Magical mystery:
With this perk you erupt into a devastating magical explosion similar to the explosion of a fireball spell whenever your health is reduced to 20 or less. Any allies in the vicinity will also suffer the effects of the blast.

More seriously though...
I suppose there would be good use for social & skill perks. Perks that give extra dialog options (not covered by Intelligence, Strength, and Personality).

Perks could be way of defining one's class. Taking a "criminal background" perk, might give you the 'Thieves cant' and open up choices when talking to thieves.

Um, no offense, but some of yours have such weird names that they'll definitely not be in :).
How about this? Trample - Enables shield-bashing during a sprint. "Outta mah way!" :drag:

I'm extremely happy with what i think the perk system will be like from what i've heard from all the information that has been released so far.

Being able to fine-tune your character so he'll be unique is amazing. Invest your perks into different combat styles, different magic abilities or even invest them in a bit of everything!

A lot of these suggestions for perks, would [to me] seem better suited as benefits of higher skill ~in the skill applicable than as a mish-mash of unrelated perks.

Controlled falling perk, this way both the people who want realistic falling and plumating can flail about helplessly when they fall off of a cliff, and those who like to spin around in perfect circles and land on their feet can have what they want.

Actually I do know that shield bash is going to be a standard move for holding down the block button for more than a second or two, and there is an animation for assassinations as well as making daggers more efficient and practical for assassins to use with things like increased damage multipliers (x10 from what I read). And if you've seen the trailer, which I'm certain you all have, there's a point at about 1:32 where you can clearly see somebody grabbing an NPC and putting a dagger to their throat.

I'd like to see a big variety of combat perks. For instance you can hit with a bow at close range, so how about a type of kick or punch with the handle of your sword? Would be great for the "duels". Maybe an acrobatic perk to roll or duck an incoming attack. Honestly I just want good combat, where every fight is for your life, I liked the feel of the arena in oblivion. It wasn't hard but it also wasn't overwhelming easy ala combat in oblivion.

Immovable: Any attacks that would normally knock you down have a 50% chance to stagger you instead, and any attacks that would normally stagger you have a 50% chance to be shrugged off completely aside from the normal damage.

Shield Wall: Increases the damage done and knockdown chance of your shield bash attack. Also increases the damage blocked by shields.

Ambidexterity: Increases damage and attack speed while dual-wielding two melee weapons.

Pyromancer: All fire spells now have a chance to add an extra damage over time effect that does damage proportional to the damage done by the initial spell.

Master Poisonmaker: Increases the effect of any poisons you create.

Chaotic Poisons: All of your poisoned weapon attacks have a chance to add an additional random effect different from the initial effect. For example, a Damage Health effect may also end up silencing or draining magicka from the target.

Find Vitals: Your sneak attack criticals also increase any subsequent damage done to the target.

High-tension Bow: Decreases arrow drop while using a bow. (makes your arrows fly straighter in other words)

Berserker: After killing an enemy, you go into a frenzy increasing Strength, movement speed, and attack speed until combat ends.

The perks, IMO, are going to be a perk tree, unlike Fallout. Instead, you will be able to develop and specialize. E.g. Armour skill branches into Light/Heavy(/Medium), etc...

Like I said in other thread, armour threads are absolutely ridiculous, make no sense whatsoever, and require no active behaviour, being purely passive.

EDIT: Actually, a lot of your perk choices are ridiculous.

Isn't that flaming? Following you around? I responded to the same idea you presented in 2 threads. It doesn't make me a [censored] because I don't like your ideas.I don't have a problem with the perk tree, just some of the perks you've suggested.

EDIT: Hm... funny how it blocks the singular form of that but not the plural.
