So, this is something that has had me increasingly perplexed the more I learn about Tamrielic politics and the division of nations in the Fourth Era. What is the likely immigration policy of each of Tamriel's empires and nations? I was hoping we could maybe do some spit-balling here.
The relative abundance of non-Empire alligned races (Dunmer, Argonians, Khajiit, Altmer) present in Skyrim, even in Eastmarch, a Hold renowned for it's separatist nationalism, would imply that under the Mede Dynasty, the Imperials still maintain a relatively open door policy in terms of who is able to move into and between the provinces of the Empire. You would have thought that at least Bretons, Nords and Imperials could move freely between their respective nations. But, if we go by the events at the beginning of Skyrim, with the Dragonborn being arrested while trying to cross the border into Skyrim, it might seem as though the Empire keeps tight control over migrant traffic. Though, our hero may have only been snatched up by a patrol because they happened to be crossing the border in an area close to where Stormcloaks had been travelling/set up camp. Wrong place at the wrong time sort of situation.
In addition to your opinion on what the Empire's immigration policy might be, what do you believe the policy of the Aldmeri Dominion or sovereign nations like Black Marsh or Hammerfell might be? And what do you think the status of expatriates from those various nations is? Are the Empire's high elves political asylum seekers escaping from the authoritarian rule of the Thalmor? Do you think they are allowed to return to the Summerset Isles freely? Or have they been disowned? Can citizens of the Dominion's satellite states, Khajiit and Bosmer, cross unharassed from Aldmeri to Imperial territory?
