One guaranteed imperial belt can be found in http://www.uesp.net/wiki/Morrowind:Ainab. Or on any imperial guard.

The templar belts are only listed as being worn by a few templars, same goes for skirts.

I don't think they spawn in shops, though. I've seen them there, but since my game is heavily modded, it wouldn't necessary mean that they spawn in vanilla.

That's the standard imperial belt.

The templar belts are worn by Imsin the Dreamer, Sellus Gravius and Jonus Maximus. The skirts are worn by Angoril and Imsin the Dreamer.

hmm ok, anywhere else where the Templar belt and skirt is located, because i don't fancy doing illegal things to get them.
