Imperial Cult quests

Does anyone know if the Imperial Cult quests were the first implemented into the game, I was just thinking that they seem like it, as they seem a lot more patterned off the Daggerfall quest format (for example you just get given the quest when talking to the person instead of clicking on orders, the only quests that I can think of that you can cancel. The fact you get a reward after advancing when talking to someone also seems to be unique to the cult). They also seem to me to be a bit more fancy iterations of the fetch/kill quests in the other guilds.

Were all the quests originally going to follow the same pattern, and if so did thy get cut due to time constraints or something?
