All indications are that you will automatically have access to that mount on all characters, probably by picking the mount up via the in-game mail system.
Yeah, they're definitely gonna give it to you for gratis. Come on, anything else would be crazy, people have paid real money to get this. Does the logistics really matter? They'll walk you through it at release.
I bet, and that is not a spoiler (Just a guess), that it will be mailed to you ingame, and that you can use it when you've reached a certain level.
I don't know where you got that impression. The teaser video for the IE specifically says that all your characters will get the mount. It's not something you will have to get from a vendor separately in-game.
But they do not say WHEN you could use the horse. The horse may be used at lvl 1 or maybe there is some sort of "learning to ride a horse" questline at lvl 10 or even 25. So the horse may still be lvl gated, we just don't know right now. Willing to place my bet on using it right away or at lvl 10 since we can go to cyrodil at lvl 10.
Seriously, I guarantee it'll be useable at level 1, and cost no money. I have no source, but it's the only way this can go down. I'd put money on it.
It's not an unfair advantage. You can still get a mount in-game, and (like every other MMO) it's fair to assume that the mounts won't be prohibitively expensive. This is just a different look for your mount so people can marvel at how pure and white your steed is. Nothing more.
You will probably get it the same way you acquire rings of Mara.

I think there will be some level requirement we just don't know what it is yet. So yeah I agree with that.
I don't think its right for people not to get a mount that didn't pay for one. I mean come on we can't all be equal that way can we? You 1 percents with mounts will get all the breaks of riding to the quest while the 99 percent left out will have to uggghh walk? OMG what is fair about that??!!??
As I understand we get an in game mail with the items, mount, rings and pet for both IE and standard.
"Downside" is that we will not get this mails until 4/4 or five days after the headstart, this is standard in MMO.
Now we are supposed to be able to afford an horse around level 15, I don't think this take far more than 5 days depending on how much you play and how much you rush.
The White Horse will likely be available for purchase like all horses, but only to those that got the CE.
Imagine the surprise and hate the CE'ers would do realizing they still have to pay ingame currency for that mount, even though its exclusive to them?
Zenimax won't risk that.
There will most likely be a level requirement for all mounts at which point you get yours for free, no way would zenimax anger the ce'ers by making that mount, although exclusive, still needing to be purchased by ingame currency, its not easy enough that way.

But realistically speaking it's still an advantage over regular players who have to mass up ingame currency (which at start will be fairly difficult) to purchase a mount while other paid real money and got it :/.
I would find it fair if they had the exclusive skin, but hey people will bash me because they bought the CE and I didn't and there is no countering that.
I think its perfectly fair to require in game currency to purchase white horse, exclusive doesn't guarantee free.
I would imagine that you'd get the horse as soon as you got to the level required to ride them automatically in your mount tab, if something like that is in the game. If there was a fee it would only be to purchase the riding skill - this I'm certain of, but I've no official statement to back it up.
If I was purchasing the CE edition, I would expect to get the mount immediately at the level I can ride horses, but I wouldn't mind having to pay a training fee if that were the case.
