So who do you think has better intentions for Skyrim?

If you limit it to just better intentions for Skyrim.

If you don't limit it, I'd say it's debatable.

I find both sides rather bent in their notion of who has the morale high ground ,so I decide based on which uniform annoys me less.

That's highly based on opinions.
I personally am pro-Stormcloak, but the Empire has some good sides aswell.

I believe the Stormcloaks care for Skyrim more, as they wish to make it independant.

But the Empire cares for not only Skyrim, but for the citizens of the remaining Empire.

I wouldn't be surprised if the next ES game was something like "TES: Empires," where the main goal is to reunite Tamriel or something like that.

Both have equally good intentions. That's why there's so much discussion around them.

Empire sacrifices the worship in order to pacify the great war.

Your ideas are not as important as your execution.

Stormcloaks during the forsworn conflict. They had good intentions, but it turns out they have no idea on how to manage a kingdom.

I really don't like either. Stormcloaks need to tone down the Racism, If they plan to fight of the AD although I guess they are not terribly racist against fellow Humans so they might be able to work.

As for the Imperial Legions, well screw them because their Elder Council is a worthless bunch who sold out Hammerfell and Skyrim in the first place.
