To that end, henceforth all minor cults wishing to preach in the Imperial City must come forth and be recorded, so that we may judge their cause and grant permits to those we deem worthy.” The bottom of the page bears the seal, now cracked and brown with age, of Empress Katariah I.]

Order of the Ancestor Moth - A religious order which believes that the Ancestor Moths native to Cyrodiil literally house the spirits of deceased Imperials. The cult’s primary duties focus on the care of the fragile creatures, including the production and sale of moth-silks said to be imbued with great power (making this particular order one that the Office is intimately familiar with). However, they are also known across Tamriel as the caretakers of the Elder Scrolls, as their close relationship with the ancestors gives them greater insight into the future.

I’m not sure why this is sitting on my desk right now, their damn order was founded by Tiber Septim himself. Petition granted.

Cult of the White Stag - A cult that preaches the virtues of the Sacred Hunt, a complex set of rules governing such aspects of the hunt as what materials to craft their bows from, secret runes to carve into their arrowheads, and elaborate rituals to perform after a kill. Their legends tell of a hunter who spent several days tracking a rare white stag. When he finally brought it down, he was surprised when it spoke to him, asking him to remove the arrow from its hindquarter. In exchange, it promised, it would teach him ancient secrets of the hunt which would leave him without equal in Cyrodiil. The soon-to-be prophet agreed, and the rest, as they say, is history.

As long as they stick to public lands and aren’t killing Imperial citizens, I don’t really care what they do with their game. Petition granted.

Order of the Mythic Dawn - A reclusive cult said to be preparing for the end of days, when Mehrunes Dagon walks the land and the marble jaws of Oblivion open as in the days of the Ayleidoon of old. As they say, only the strongest and bravest will survive in this new world order, and they strive to cleanse themselves of spiritual impurities through strict training and discipline so that “Lord Dagon” will look upon them with favor and grant them mercy.

So a doomsday cult, essentially? Let them know that their preparations had better remain in the realm of self-improvement. If I get one whiff of Daedra summoning, I’ll shut down their little order so fast they’ll think the damn Dragon has broken again. Petition granted.

House of the Golden Bull - A splinter group of the House of Dibella, followers of this order worship the demigod Morihaus, lover of Saint Alessia, and his progeny. They claim that coupling with the minotaurs brings a moment of pure clarity at the height of passion, in which the gods and spirits of Aetherius are visible to them andmay confer their wisdom upon the acolyte. To this end, they use Dibella’s teachings, combined with a great aptitude for alchemy and the School of Illusion, in order to approach the unwitting instruments of their enlightenment.

We can’t have these lunatics luring in impressionable young women to send to their deaths! What ogre’s-son granted their request for a hearing? Petition denied.

Order of the Red Anvil - In truth, as much a craftsman’s guild as a religious order, this nomadic Zenithar cult has attracted the name “anvils for hire” by some. Disciples of this order travel from place to place, offering their services as smiths to the highest bidder, and their services are highly sought-after. Red Anvil steel is said to be matched only by the issue of the Skyforge itself, and a score of priest-smiths is said to be worth as much as a hundred sellswords in turning the tide of a conflict. Their services do come with strict rules governing the use of their products; more than one army has had their swords crumble to ashes in their hands after raiding a village when they thought nobody was watching.

Ha, can you imagine the uproar from the warlords and merchant-princes if I were to deny them their blessed steel? Petition granted.

This is pretty good, it would be cool if you add in a cult of Dunmeri tribunal worshipers for the dunmer living in the Imperial City and other Daedra cults like a cult for Azura or a warrior cult of boethiah that became popular among the arena gladiators.
