They begin in the starting location of whatever faction you picked.

Most likely they start in whatever area the faction they choose at creation starts in.

plenty of fun for people who play imperial. I know that if/ when I play imperial I would be pissed if people just ganked us while we level.

Not to mention the inability to play as anyone other than those who also bought in, and the inability to contribute to the faction war in any capacity. Not sure how anyone even remotely following the game could come to such a conclusion.

Since Imperials in ESO don't have a set faction, you can choose any of the three and it'll set you in their "tutorial" place. I call it a tutorial place because the beginning places seem to teach you quite a bit about the game in the start.
