Implants quanity, what determines it?

So the guy says, that he checks if I can have more implants. I have two currently, should have 4000 caps again soon, so I'm wondering, is there a maximum, or something determines it?

Yes you can only get 5 with 5 endurance regardless if you get the endurance implant to make it 6.

Endurance yeah, and you can't use the endurance implant to get another one, so you need 9 for all (other permanent END bonuses, like Intense Training, still count).

Eh, damn. :/ Thanks for the information though.

P.S. isn't there total of 7 implants, not 9?

Oh. Well, those are not neccesary compared to luck for example, in my opinion. Stats are the most important things in my opinion.

You need 9? Dang it, I'm going to have to spend my second to last perk just to bump it one point. Totally worth it though.

Not really. Six strength will allow you to use all weapons and five starting luck is more than enough to get booted out of all the casinos. Only need enough SPECIAL points to qualify for the perks you want.

To really drive the point home the difference between 1 Intelligence and 10 Intelligence across 29 level ups will be 130.5 skill points. I bet it's quite possible to play a character that starts off with a Intelligence of 1 and not have it be an epic fail.
