Improving Skyrim questing system

My only issue with Skyrim is the questing system. Not that it's all bad. Some are actually very good. A couple of quest lines are very bad and feel unifnished. When compared to most crpgs Skyrim quests are ok, but i was spoiled by the awesome characters and writting in Fallout New Vags and would like to see similar quality in Elderscrolls games.

The problem here, i think, is that every Elderscrolls game has to come with the usual cliche guilds: mages, thieves, assassins, figthers. Devs have to put countless hours furnishing these generic and unsinpired guilds with quests so the player may become the boss of every guild. Instead of puting effort in truly role-playing objectives and original quest branches.

Does anyone thinks that these guilds should become just service factions and remove the objective of becoming leader of each guild? So that more effort can be put in original content and better characters.
