Is there any way to increase the skills of Followers and other NPCs for testing purposes?

EG, for the Player, INCPCS will increase the player's skill.

Is there any way to do this for other Actors?

setav/modav (etc) should work. click on the actor with the console open and type, "modav onehanded 20" for instance (which would increase the one-handed skill by 20)
