I realized that I only level up by progressing in my "major skills" a bit laye, and would like to build up as much magicka as possible, before I'm essentially cut off. To make things worse the only magicka related schools I practice are restoration and destruction - which is utterly useless in regard to increasing my magicka. I need to train in illusion, conjuration and alteration. My skill level is close to zero. I tried to find someone who sells illusion spells that I can use, this guide: http://www.tesguides.com/tes4/classes/skills/illusion.htm told me Delphine Jend sells essentially every novice spell in that school - but she does not sell any spells.

What do I do? Any quick tips?

Anyways, I'm loving Oblivion - a lot of it just seems uselessly complicated.

Conjuration levels insanely fast. Buy the bound dagger spell, and just cast it over and over again (once you cast it, just sheath it to dispel it, then you can instantly cast it again). Raise conjuration 10 times every level (assuming it is a minor skill, and will not trigger you to level up). That will guarantee you a +5 Intelligence every time you level.
