I want to use my level 50, almost totally stat-premium character through the entire game, which means restarting all quests. i'd like to make it's as if i dont know about them yet, basically restarting all game progress EXCEPT FOR CHARACTER LEVELING AND INVENTORY. I havent run across a way to do that though. Is there a command line, or a mod to do this?

Yes, start a new game, then use the console to buff up your character.
