Ow my bad. I thought the t-60 was already part of established lore. I must be confusing it with some other power armor.
The NCR had troops that wore power armor as well that wasn't powered for protection. In game they mention that its very heavy and cumbersome to use.

So maybe the early versions of power armour are like the T-45d where we'll need lots of cells and the more advanced and later models, later T-50s and T-60s, that we can find will have the Microfusion Packs letting us to effectively use it as much as we want.

Since Bethesda now considers a Power Armor a vehicle, i suppose it needs refueling. I consider that confirmed.
