I've just made enemies with the Institute, and I'm trying to get the holotape from Proctor Ingram to give back to Sturges as part of the

Inside Job quest, so I can continue the Minutemen questline. However every time I try I don't get the holotape back and the conversation

repeats itself. I can't even continue the BoS questline as it always prompts me to retrieve the holotape yet it never works.

Any advice?
