How does one get the perk Insightful Enchanter? I have a skill of 70 in Enchanting and wanted to pick up Corpus Enchanter, but the game wont let me. Skyrim Wiki indicates I need this perk, but I have no idea how to acquire it. Is it some thing that the game just give's you randomly one day?

It is the perk right above the first one. You have to get them in order.
