I've purchased Hearthfire to go with Skyrim on my PS3 and it downloads and installs without error. Starting Skyrim and checking Downloadable content shows not software downloaded. No courier or other signs that it actually worked. I do not have Dragonborn. Is it required to have Dragonborn before installing/using Hearthfire? I've deleted and re-downloaded/installed multiple times and cannot get it to activate. Anyone have any ideas?

No, it's not like The Walking Dead where you had to have episode 1 in order for the DLC to work. I started with just Hearthfire for the first week. Are you saying you don't see the DLC listed on the initial start menu, under the Downloaded Content option? That's the only place that indicates you have the DLC until the quest pops during gameplay.

hmm did you check if the region code of the dlc matches the region code of your game disc? (the blus, bles or blas code)
