I'm looking to create a spell that is aimed at a location (person, doesn't matter) that causes a frost explosion and freezes all within the explosions radius.

Unfortunately, I'm new to Creation Kit and am having a hard time figuring out why my spell isn't doing exactly this.

I've tried using Target Location, which failed because you can't aim at an actor.

I'm currently using Aimed, and when the spell is given a projectile (like lightning bolt), it triggers the explosion but freezes the target only.

I would like to know how I can create a spell that, with no projectile, instantly causes an explosion and freezes all within it's radius
