After reflecting over 5 play throughs and waiting until lvl 20 to chose this time, I choose the Legion because... NCR encampments were horrible. Trashy, cramped... IRL everyone in a NCR camp would die of typhoid or something... but Legion encampments, except for recently taken Nelson are almost pristine...

Also, after having learned a lot of lore,: the Legion's methods, that seem so barbaric, are only step one in multi step process...

Downside of the Legion? Unless Caesar gets some brains into high command FAST, the whole thing will collapse within a generation or two of his death. As far as almost everyone inducted into the Legion knows (and cares,) the whole thing is based on "authority equals asskicking", it will quickly reach the point where you have two (or more) Legates ready to fight each other to be the next Caesar due to a power vacuum. And they may not be willing to fight it out in the ring in one-on-one combat. Unless some Conan the Barbarian figure arises after Lanius dies, it'll fragment or be considerably weakened, probably enough to be quelled by a slave revolt (weather or not it fails, it'll push the Legion over the edge and die wither away as no doubt much of the workforce that is "below" common soldiers suddenly dies.)
