Well, the mages guild, fighters guild, and Imperial Cult are Imperial, but if they have counterparts in Skyrim, the Skyrim version of the Imperial guilds, then I could see guild versus guild in that regard. But it is perhaps more logical to presume factions, such as various county's being in open conflict under the motive of uniting Skyrim under their banner.
