IMO Bethesda did recognise this to a large extent, hence the change in dlc after OIblivion, They did drop the ball a little by not making dlc for longer thus maintaining interest between game releases but theres been nothing comparable to horse armour or spell tomes released since Oblivion.

I think Skyrim's expansions are good. Not great like Shivering Isles, but good.

I think Bethesda knows what they're doing.

Skyrim is still on the 10 most played games on steam I think, perhaps it's top 20.
