So I'm playing my second character, a kitty cat. I walk into Solitude, decide the public execution is too crude for a Stormcloak (I'm about to go and support them) and decide to take the guy out myself with an arrow.

I get away without a bounty, start walking around, and now this guy Jaree Ra won't stop attacking me. I'm just trying to do a quest here, talk to somebody, and this guy is right on top of me the whole time, killing me while I'm talking to an NPC. The worst part of it is he's invincible for some reason =\

Any idea how to get him off my case or has anybody else had the problem?

If invincible means you beat the snot out of him, he collapses with no health, regains health, comes at you again, it means he is set as Essential because he's tied to some quest (1 or more) lines that would get blown up if he were killed.

Unless someone knows a good way to do it normally within the game world you'll probably have to resort to using the command console.

If that's the case you can try to toggle his state.
Open console, select him, type disable, press enter, type enable, press enter, close console see if he goes away.

If that doesn't work you could try changing his disposition or relation to you using the console. Don't have access to it right now don't recall the syntax but you can use the help commands in console to locate them and try.

He is a quest giver, and skyrim wiki has a decent section on him under "location,solitude". I accidentally attacked a quest giver somewhere and he seems impossible to kill. This may be the same thing in the sense you interrupted a script. You can eith toggle God mode and figure out how to kill him, or just back load to a previous spot. Being as I have to save every 30 seconds because of persistent crashes, it shouldn't be too far back if you have done the same.

I had problems with that NPC also, the first time I try to avoid the execution. I ended killing all the guards and fighting endlessly with that argonian. It's clearly a bug, he shouldn't take part in that. Well, I didn't try this, so not sure if works, but maybe you can use a calm spell on him and then take his quest. You may need to use this again as you will talk to him at least one more time. At the end of the quest he will loss his esssential status.

I see, I guess I shouldn't interrupt the execution then. Bummer!

Well, I ended up loading to a previous savepoint and the glitch is gone. Thanks for the input, all.
