I definitely haven't ever watched my settlements get systemically wrecked by an invisible monster, before.

i take it you're n 1.3 update as well. All I'll say is this is a bethesda game and now i think i've seen it all lmao
I've seen that a few times right from the first public release of the game.
The first time it happened was when I didn't know about settlement build limits.
I had stored a gazillion weapons, armour pieces and so on in containers, all sorted into type.
The settlement was right on the building limit, so nothing more could be built. (I didn't know about the yellow bar and it's significance at the time)
I returned to the settlement loaded up with more loot which tipped the settlement over the edge and my improvements were destroyed before my eyes.
After scrapping some of the stored loot the game repaired my improvements.
I've also seen the same thing happen when i have failed to defend a settlement.
Most times you don't get to see the actual withering but sometimes there is a delay and you get to see it.
(Incidentally i have two or three settlements where after allocating settlers to tasks it can take an inordinately long time to register, The Slog is one of them but not as bad as Oberland)
Another time was at a settlement where i stored around 38 power armour suits and returned with another one.
The same thing happened so I started moving pa suits away.
I've also seen it happen for no apparent reason.
Most of the time the capricious monster is not invisible, it's my character who does the damage just by turning up.
The same with attacks to settlements or provisioners when my character arrives or are in their cell.
They wouldn't happen if the character hadn't decided to go to that spot at that particular time.
