Because it takes majicka to use resto so the more majicka that you have the more resto you can do right AND it benefits offensively also correct? Whereas resto doesn't fortify say destruction so much or am I way off?

I just enchanted my chest piece with fortify majicka and fortify stamina because I primarily use a bow then 2 handed and the magicka I use almost exclusively is resto, i decided to use majicka because I couldn't find resto and the combo was way too low like 5% majicka 10% resto.

It definitely leveled up, before I got 6 resto charges now I get like 10-12 I forgot and majicka regenerates noticably faster so is resto like waaay faster but without any offensive power?

Not really. Magicka is used for every school of magic, not just Restoration. A Restoration enchantment is like "specialized Magicka."
