I was noticing that even after getting plenty of beds, power, water, food, defense, happiness, and a radio beacon that Sanctuary wasn't moving past 7 settlers. I had multiple radio beacons and thought it might be causing a problem.

So, I turned each tower off, then stored the wires and towers. The problem though is that the recruitment radio signal is still playing and I think it may be bugging out Sanctuary to not receive any more settlers without ordering other settlements to send their's over.

I've also made sure there are no other beacons at my other settlements so I don't know what's going on. Has anyone had a similar problem with a possible solution?
