After coming back down the mountain from High Hrothgar, the cultists attacked me. I read the note, and the quest tells me to go speak to a man in the docks of Windhelm.

I've played this quest before and had no issue with speaking to him, but this time, he doesn't even start a conversation with me. He just sits and says "Hmm?" "What do you need little elf" and any remarks like that.

Anyone know how to fix this bug?

Edit: I also tried travelling from the boat in Dawnstar, but that doesn't work either.
