So everything worked before the patch i could talk to the npc and could here them and now i talk to them and i dont hear them unless i bring up my pipboy and when i fire a gun its the same way the radio works though, is there anything i can do?

Delete you game (but no your saves), and re-install the game including the latest patch.

Try different save files, to see which one is working correctly, and continue from this point on...
