Ok so I'm doing jobs for one of the Thieves and he won't load the next job, like it gives me the description of the job but not the choice to accept it, I even skipped that and got the item i needed to finish but it still won't let me :/ I can't remember the name of the city or quest giver but it's getting scrap metals to repair dwemer centurians? can anyone help me out?

That quest is for Aengoth the Jeweler in Ald'ruhn. Did you already give him the book Withershins? If so do you have an entry in your journal to collect the Scrap Metal? If you gave him the book and do not have the journal entry for Scrap Metal, did you try all his discussion topics? Or is the problem that you can't seem to give him the Scrap Metal?. The topic may not be "Scrap Metal" but instead be "Repair Centurions" or "Protect the Guild". Also if you have the Scrap Metal and the journal entry, you don't sell him the Scrap Metal. He should just remove them from your inventory when you click on the relevant topic again.

I gave him the book, and i click jobs to get the next one and it gives me the description but doesn't add it to my journal or give me any options to click. I did try all his discussion topics multiple times but it still won't work

Are you on PC? Try this in the console if nothing else is working:

Journal, "TG_AldruhnDefenses", 10

See if you can finish the quest then, and if not, replace the 10 with 100 to get the next quest stage. Then add the reward too:

additem gold_001 1000
