I have no problem with entering the SI but when i talk to the "mayor" and he takes out to see the group killed nothing happens. i get up there and they just stand there and dont attack the gate keeper. How can i get past this glitch?

I did and that just makes him come after me... i also attacked the parry myself and i got the quest to continue that way but it gave me a bounty of 2040 for it
