i have a problem with most of character wold interactions or actions for example shopping, i ask some shop keeper "what have you got for sale?" he answers normally but i gotta wait up to 3 min so the shop menu can pop out, or when i kill a dragon i gotta wait 5x times more to absorb the soul or when learning a new shout i gotta wait 2 minutes so the shout in the wall can be learned... this applies with quest completion... wood chopping... etc.

please i really need help with this

i also got an issue with a quest "waking nightmare" from dawnstar, when i had to disable the magical barrier i took that soul gem near the lever but nothing happens... the barrier is still on and the priest is behind it...

Once you have removed the soul gem to take down the barrier, the barrier may not come down. This leaves you unable to talk with Erandur.

• To bypass this, proceed to the last room with the skull on your own. Erandur should be waiting for you there. Make sure you speak with him straight away. If not, he will simply go back behind the barrier. If he isn't waiting for you, then load an earlier gamesave from when you were at the inn. He is bound to show up there. In case you're completely stuck and none of the above helps, go back into the temple, open the console and type these commands: prid 24280 and moveto player.

So about your interactions or shopping problems i don't know which mod probably interfere with that.

(you should disable them if possible and see if that glitch goes away...)

it can be a lot more of thinks, like your load order having some serious errors after checking with BOSS,

(Actually if that's your BOSS order you haven't any official and unofficial patches installed - main game and DLC's)

or maybe something is missing, so you could do a verify integrity of game cache files trough steam.
