In Oblivion, you could simply toss all your unwanted stuff in any container that wasn't specifically "safe", and they'd be history. Since FO3 by default doesn't have resetting zones, I dunno if that'd work here.
However, you can do it still manually. Fallout 3 has introduced the console command "MarkForDelete", or "zap" for shorthand.
Drop the item you want to nix. Then activate the console, and click the object. At the top of the screen, it should say the object's in-game name, as well as its 8-digit hexidecimal ID code. If it's not the right one, use the mouse wheel to scroll through everything that was under the point where you clicked until you find it. Type the command "zap". It'll be history.
BE VERY VERY CAREFUL WITH THIS COMMAND. USE IT ONLY ON THINGS YOU WANT TO PERMANENTLY REMOVE FROM THE GAME.
Even though there's a couple of mods for it, can that be done for ash and goo piles?
I always assumed that any items you put into respawning containers would be gone for good after a period of time. I've just always gotten rid of unwanted stuff by doing that, not that I really know which are respawning or not.
I rememebr seeing a mod that includes a garbage can to remove items like that. I think it's part of a house mod. Not a house I was particulary interested in but I did like the garbage can
I just don't remember what it's called.
Edit: Cipscis' idea is a good one. I never thought of that. That might be easier for me instead of using all garbage cans as dumping grounds, as sometimes even weeks later the garbage man still has not been
