I hope Bethesda actually patches this for us. Right now all settlements are bare, no way to personalise a player home with the usual knickknacks a person collects and places on surfaces.

This mod (OCDecoration) , will make your settlers happier.

It's called OCDecorator. It makes static object copies from the ones you want to decorate, to make them static and unmovable. This is the only way they won't sink and scatter, but it's still limited in the number of objects you can copy. Right now it only handles kitchenware.
