Ive bought some spells..

but they are all above my ability to cast.

My total magicka is 25.. Do I need to increase my intelligence to get this higher?

I bought a heal spell.. is there 1 universal heal spell or many?

If this is anything like Morrowind, you need to increase your intelligence or create a custom spell with lower attributes so the mana cost is lower... I'm a noob too, but that would be my guess.

I thought your mana pool was half of your intelligence by default.. so 2 points per 1 mana >_> ?

By default, yes, unless your character class says otherwise. Maximum can be up to three points of mana per intelligence point. Check your class abilities to find out.
While increasing intelligence will increase your mana pool, that's much harder than simply increasing your casting skills in the six schools of magic. The higher your casting skills, the lower the spell costs become, until eventually even high-powered spells don't cost very much to cast. And increasing your casting skills will /also/ raise your character's level (leveling up in Daggerfall is all about the skills), which can then increase your intelligence stat, and so on. Train the skills.

If I understand your question correctly, you could just level up in a normal manner and dump all your points into intelligence to increase your mana pool.

Go into the Mage's guild (any) and find someone you can train with. Train for intelligence. Wait for 12 - 24 hours, go back: rinse and repeat.

Also teleport "could" be cast for 1 spell point, at a higher level though.

yeah then comes another boggle.. joining the mages guild in the first place lol.. none will accept me.

Ive been running around like a headless chicken doing jobs for them but theyre still like 'your still too noob' then give me another fetch quest.. some involving healing someone which I find to be the height of irony.

Intelligence is not a skill; you cannot 'train' in it. You can only permanently increase your stats by leveling up*, and you can only level up by training your Primary, Major, Minor skills. For the mage's guild, the skills you need are Destruction, Thaumaturgy, Alteration, Illusion, Restoration, and Mysticism. If you're not already eligible to join the guild, all the quests in the world won't help you to get in-- though they never hurt, and you will have a head start on reputation points once you do join, so by all means keep running those errands. To train you need to either shell out at a temple, or practice the spells you already have. Practice, practice. It takes at least ten to fifteen successful castings to raise a magic skill by one point! You need a minimum of one magic skill at 22 points to join the guild.
Which begs the question, if you want to join so much, why are your starting magic skills so low? Just picking one of the skills I mentioned above as a Primary or Major skill should have bumped it into the range for already being eligible to join from the start. You might want to consider starting over with a character better suited for magic, if that's your goal in the game...

(*short of Vampirism (one clan only) or questing for the stat-enhancing artifact.)

If you didn't make your character right in the beginning, then you might want to give up on spellcasting. Actually, since it's downright hard and dirty to play Daggerfall without spells, I'd suggest making a new character. Very much suggest so.

By default, yeah, your magic points are like half of your intel.
When you're making your character, look closely at the special advantages you can pick from. Look for Increased Magery. You can get 2x your intel in spell points without a huge hit to the difficulty dagger.
