He's mentioned in later games, but he does not come back.
Spoiler
After all, you do kinda melt his face off.

The ultimate villian of the Elder Scrolls series. It was he that imprisoned the Emperor in an alternate plane, assumed his identity, and took his form for ten whole years before he was brought down by Tamriel's first hero, the Eternal Champion. He was also behind the destruction of the Battle Spire, working in tandem with Mehrunes Dagon. It was also he that was the driving force behind the War of Bend'r-Mahk.

After trials and travails, the Eternal Champion defeated Jagar Tharn below the Imperial Palace. This is the story of the first Elder Scroll's game, Arena.

He only appears in Arena, but is mentioned in nearly all the TES games.

Even with how little we've learned about him, he's a very interesting character.

"It is a but useless stick. Good for churning butter, or rowing a boat, but not for saving the Emperor."
