Janus Hassildor - Broken quest - Information at a Price

I'm trying to start the Information at a Price quest, but things are screwy. I talk to Hal-Liurz and she says she'll go get the Count, but never returns. This is my concern, dudes.

I know there is a bug about this, but the problem rolls out little differently for me. I can "Wait" for an hour and Hal-Liurz will appear back in the County Hall. She wont return to talk to me on her own, instead she just wanders around and makes idle conversation with guards and whoever happens near. The tramp. When I talk to her she says that the count is coming and I should be patient. He never arrives if I just stand around and wait.

So again, if I "Wait" for an hour he does show up. But not as expected. He is always lifeless and collapsed on the ground when I see him. I'm not sure if he shows up in the County Hall collapsed, or it it's when I look at him, but either way he's down on the floor like Mike Tyson took him out.

That's weird enough, but even weirder still is that I can still talk to him. When I activate the bum while he's laying on the ground, he starts babbling off the dialog for the beginning of the Information at a Price quest. I haven't gone any further than this, but I'm pretty sure that I could continue the quest in some fashion from this point. I haven't done so because something is obviously wrong.

I've also tried following Hal-Liurz into the Counts quarters, but whenever I see him, he is lying on the ground like a slug. And he will still talk to me about the quest.

Has anyone else had this happen? Can it be fixed?

You're right... that is weird. Still like deaths_soul pointed out.. we need your load order to try and help you out. Please use spoiler tag with your load order.

His fatigue is being damaged by something script-based. Also, since the Count is a vampire, that may have something to do with it.

As for still being able to speak with him, that's actually normal game behavior. If an essential NPC is knocked down but not out (they're on the floor with full health, pretty much), then they can be spoken to, while an ordinary NPC would be pickpocketed.

As for Hal-Liurz, that's what I'd expect if the Count can't follow -- as far as the game is concerned, she's done her bit and is technically waiting for the Count to appear. Of course, he can't since he's too busy rolling around on the floor.

Why are you not using the latest versions of the various FCOM mods? MMM is definitely old, and OOO is at beta 5 (IIRC). Citadel door fix is needed only if you did experience a problem (which is rare). Otherwise it is recommended not to install it. Tamriel Travellers is also old. Well I stopped reading now.

I hadn't played Oblivion for about a year and then I recently resurrected it because I'd never finished all the quests I wanted to finish. And I want to finish them before I start playing Skyrim.

That's why all of the mods are old. My goal was to simply resurrect my game without screwing around finding/updating mods. Mostly because I didn't want to include anything new that could disrupt my current game.

Unless updating my mods is necessary to fix my current problem, I'd still prefer to leave my current mod setup alone. I just want to finish the game as it is.

I doubt that yours 30 and 31 are meant to be chosen simultaneously. You also have 35... I think you need to sort them out and disable some.

Yours 12 and 2D seem contradictory to me, not sure if 12 is at all to be used in FCOM setup. Also have 3F... you may want to verify if that is all correct.

Not sure that 3A and 3B are meant to be used together. I could be wrong though.

Maybe ask in the FCOM thread for further assistance, although I believe the first thing they gonna tell you is to update the versions. Good luck.

I probably will end up having to post this problem in the FCOM thread. And like you say, I'll probably have to update everything. I was just hoping there was something simple involved here. Maybe something that could be fixed via the console.
