A random Jarl has passed away leaving his hold without a leader. The Dragonborn has proved worthy of the throne as there is no reasonable heirs.
Which hold do you become the Jarl of? How did the Jarl die? What is your first order now that you are in charge?

I am Mandaroff, the Jarl of Whiterun. Balgruuf the Greater was slaughtered when a wanderer came to lick his boots and planted a poison on him in the process. As my first order I will let everyone know that I get to the Cloud District very often.

Solitude or Whiterun.

Eww. I don't have a desire to be a Jarl. If I was forced to choose one, I'd probably pick either Whiterun, Markarth, Solitude, or Windhelm.

Whiterun, that's were all the trading routes end up so by focusing on trade I could gain power both political, military wise and economic wise which I could use to further my land ownership, drive bandits out, take over the mines and own them and then build new villages and farms in which I can gain taxes from. I could make Whiterun the most profitable hold in skyrim.

Winterhold.

Then rebuild it.

While I don't particularly like how it looks at the moment, Whiterun has a LOT of room for expansion.

I would say Solitude, even though I wouldn't care to be a Jarl.
