So I would like to start the side quest "Birds of a Feather", for which I am supposed to speak with Jean-Baptiste in order to begin. But I can't find him. On my map his is in the corner of the Van Graff's building, either in the back room that is locked, and I can't get in; or in the corner where this is a craps table or something like that by the toilets. So he isn't back by the toilets, and I can't get in to the back room since its locked.

Am I missing something?
