I'm having a problem running a new installation of FO3:GOTY on my laptop.

At the startup screen, mouse response is jittery and seems to be hard to control.

Once in a new game, panning the camera OR walking forward both result in something that looks like screen tearing. Everything is kind of jittery.

The framerate actually seems fine, and when the camera is static, everything moves past it fine without this jitter.

I can post more hardware details if necessary, but I was wondering if it's just something simple I've overlooked.

I greatly appreciate any tips anyone can provide.

Clevo based laptop
Core i7 processor
Nvidia 540m w/ optimus
8GB system memory

EDIT: Running in windowed mode eliminates both problems. I figured this was the case. I hate running any game in windowed mode though. Any ideas?
