"Join Squad" not working as intended?

During Beta, you could find friends online who were in game and select join squad. This would attempt to join them in their game. If the session was full, then it would back you out. A second try to join the same squad would then ignore the session in play and add you to their squad. This was great, because you could still chat with your friends while they were in game even though you weren't present.

Now in Retail, joining on Squad tries to join you into their game. A second, third, fourth, and so on attempt will continue to join you to their game. We're no longer able to join their squad and chat to see how much longer their game is or anything worthy of communicating.

I feel led to believe that since their's a separate "join game" option, that "join squad" should at least allow you to join a squad of a group of friends who are currently in game and chat with them, until their game is over, at which point you'll be able to join them "in game".

Could I get a better understanding of the intent behind "Join Squad" and "Join Game"?
