Joining the Vigilants of Stendarr : V

I searched the forums and google but nobody seems to know for certain, can I join the Vigilants of Stendarr?

I like what they stand for and would be upset if you couldn't join them. Furthermore I don't know if this matters but I'm currently part of the companions and

I know that the inner circle is werewolves so I'm worried that me being part of the companions is keeping me OUT of the Vigilants of Stendarr. I'm not a werewolf myself (I've refused so far) but still curious.

Not all factions are joinable, some factions you can do work for but never join, and some factions you can join.

There is a lot in the game that just adds to the story or the lore or just the atmosphere.
