Hiya,
Julan should be fine with vampire characters, and he's compatible with Vampire Embrace - though that doesn't necessarily mean he'll let you drink from him, or "turn" him. I only tested his dialogue *with* Vampire Embrace, actually... but you can't play a normal game as a vampire otherwise, and you need the main quest to get the most out of Julan, so... VE is kinda required, I guess. Kinda.
Werewolves are another matter, I'm afraid - if he sees you change, he'll attack you. No way around it (well, there IS, I think, but it's not implemented!).
No other mods are required, although Better Bodies is assumed for one (optional) piece of clothing you are given.
