I found a junkyard dog hanging around a settlement that had a provisioner visiting. It wasn't the one you can buy and when I moused over it in build mode it let me reassign it. I'd never seen it at that settlement so assume it was 'picked up' by the provisioner in his travels?

If that happens often you can collect dogs for free and without the charisma check.
