I don't play "hardcoe", because I feel like gimping myself is a stupid thing to do, and that perks should be rewards for getting far in the game - not useless garbage that I get just to prove I'm a man. Because, let's face it, people who intentionally gimp themselves are attempting to prove manliness, but all they really do is prove stupidity. If an advantage is offered, you take it. Admittedly, some of the perks I'm listing below aren't that useful, but I found them interesting and I still put them to use in-game, rather than using them just to gimp myself. My perks are:
Confirmed Bachelor - more damage to males, yes plz
Comprehension - extra skill points from books, yes plz
Educated - more skill points, yes plz
Intense Training (1) - more endurance for implants, yes plz
Junk Rounds - free ammo from crap I find on the ground, yes plz
Light Step - no more deaths from missing tripwires, yes plz
Grim Reaper's Sprint - AP recharge for killing people, yes plz
Sneering Imperialist - more damage against pesky raiders, yes plz
Commando - better rifle aiming in VATS, yes plz
Terrifying Presence - be able to intimidate people, yes plz
Weapon Handling - more accurate aiming with crap strength, yes plz
Tag! - better Barter = more money, yes plz
I'm not quite as VATS-dependent as some of these perks make me out to be, but I find it useful as a fail-safe when [censored] hits the fan. Overall, though, I tend to take perks in the spur of the moment rather than thinking it through (for example, Sneering Imperialist was taken after clearing out Zion and after taking care of most of the Fiends, meaning for me it had limited use, as I resolved conflicts with the Great Khans peacefully, and most other raiders were either easy to kill or already dead).
