Ok, so im trying to build a settlement, however after i place about 18 pieces it wont let me build anything else at all. I have the materials and my size meter isnt even over an 8th of the way full.? Am i doing something wrong ? or is this a bug ?

i think is related to the Leader perk, i really havent explore much outside Sanctuary first part.
