You can't get any houses unless you do the civil war questlines? Besides the breezehome...

They're not, usually you need to do a bunch of misc quests for townsfolk first.

Windhelm requires you joining the Stormcloaks.
The rest require a job from the jarl of the hold and a few citizen tasks to prove yourself.
Then they become available for coin.

Just do quests for the Jarl and do what he/she says. Usually you have to "serve" the people.
Just talk to a bunch of people in town, do quest(s) for the Jarl, and you should be able to purchase a home.
You also become a thane as a result.

No. You can buy a house from any of them without interference from the civil war, save windhelm.

Ahh this is my problem then because I wanted this house but good to know the others it isn't required. Thanks for all the help and replies!!
